


All Star Maintenance Gebäudemanagement GmbH was formed in 1997 to be the German extension of the successful US company, All Star Maintenance Inc., headquartered in San Diego, California. The initial purpose of this German entity was to pursue Operations and Maintenance contracts on U.S. military installations and explore other government and private sector contracting opportunities. Our commitment to our customers was quickly recognized. Since 1997, we have executed more than 130 contracts, providing operations and maintenance services at 17 locations throughout the country.
In 2001, All Star acquired World Service Alliance (WSA), GmbH significantly expanding our operations in Germany and adding the prestigious Kaiserslautern Military Community and Landstuhl Hospital Contract to the All Star resume. Both contracts had been experiencing difficulties, however, under All Star’s management and supervision, the contracts were turned around, by becoming very customer oriented and providing quality and timely service and support.

Today the All Star German management team, led by Herr Andreas Werle, has provided comprehensive services covering diverse locations throughout Germany including Heidelberg, Mannheim, Wiesbaden, Kaiserslautern, Ramstein, Sembach, Landstuhl, Vogelweh, and Darmstadt. Our highly- qualified personnel are trained in a wide range of disciplines and are familiar with the latest German policies, standards, terminology, equipment and procedures. The majority of our on-site management personnel are fluent in both English and German.
All Star is fully licensed in Germany and is registered with the Handwerkskammer to perform work in relevant operations and maintenance trades as well as minor construction. We have also received ISO 9001:2000 certification, reinforcing our commitment to high-quality services and continuous improvement. To meet these requirements, All Star has invested millions of dollars to create our consistently high-performing German operations.
We have maintained a very stable corporate management structure over the last 11 years and have benefited from long-term professional relationships with our subcontractors, suppliers and vendors. With this solid foundation of management and team members, All Star is well positioned in the German marketplace and very knowledgeable of the many nuances of employing German nationals and operating a successful business on many military bases, concurrently. To become a preferred All Star subcontractor, supplier or vendor, a company must measure up to our very high professional standards, must have all necessary operating licenses and permits; they must have considerable experience working for the U. S. Government and easily comply with all FAR, DoD, Army, and JCAHO standards.

Heidelberg Military Community
CONTRACT TYPE – Vacant Quarters Maintenance
All Star provided exceptional service and support at the start of the contract that had not been previously experienced in Germany. Heidelberg’s Housing director stated that as a direct result of All Star’s Project Management, their down time went “from worst to first” in USAREUR. The Army valued housing downtime for Between Occupancy Maintenance at 280 DM (~$140) per day. All Star, by reducing this downtime from 28 days to 8 days on 1000 changes/year, saved the Army about $5,600,000 DM/yr. MORE than the Army paid All Star to do the work!
At Heidelberg, Germany, All Star reduced the average maintenance downtime by 43 percent—one of the best downtime averages in U.S. Army, Europe.

Mannheim Military Community

Landstuhul Regional Medical Center

Under All Star’s Management and supervision, this contract was turned around to become very customer oriented by providing quality, timely service and support. The contract included clinics in Southwestern Germany, and took us beyond Germany to clinics in Vicenza and Livorno, Italy.
All Star’s extensive hospital facilities operations and maintenance experience in Europe includes provision and management of the resources necessary to operate and maintain the Landstuhl Health Service Area, including the hospital complex, clinics and support facilities in Germany and Italy. The contract included more than 45 personnel performing at nearly 100 health clinics, dental clinics, veterinary clinics, administration buildings, warehouses and utility plants. All Star established, operated and maintained a 24-hour work reception and management center receiving emergency, urgent and routine service orders. We utilized and maintained the Defense Medical Logistics Standard Support (DMLSS) database to control all work and materials, in accordance with the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) requirements. We achieved an unprecedented inspection score of 93 percent and along with the award of three LRMC medals (coins).
All Star performed maintenance, repair, and new work on facilities, facility systems, equipment, and food service equipment; maintenance and repair of all medical and non-medical equipment; and maintenance of elevators, air handling controls, medical gas systems, electrical equipment, and building components. Other services included repairing and replacing sewer and water lines and distribution systems.

Provided maintenance and repair for the schools in Mannheim, Heidelberg, and Berchtesgarden.
