Standard of Quality


We currently operate and maintain the Raymond W. Bliss Army Health Center and other MEDDAC facilities At Fort Huachuca, AZ. Our focus on supporting management goals, safety, and patient care requirements in accordance with JCAHO regulations has resulted in achieving an audit score of 98%.

At the Landstuhl Health Service Area, All Star¡¯s high quality work resulted in achieving a score of 93% on the Joint Commission on the Accreditation of Heathcare Organizations (JCAHO) one of the highest ratings in U.S. Army MEDCOM. For this contract, WSA, under All Star ownership and management since June 2001, provided and managed the resources necessary to operate and maintain the Landstuhl Health Service Area which includes the Landstuhl Regional Medical Center, the largest military hospital outside of the continental U.S., and clinics and support facilities in Germany and Italy. This contract consists of more than 45 personnel performing at nearly 100 health clinics, dental clinics, veterinary clinics, administration buildings, warehouses and utility plants. Additionally, our ISO 9001:2000 Certification ensures continuous improvement and commitment to understanding and meeting the quality needs and expectations of all of our customers.


At Naval Support Activity Millington, Tennessee, the scope of work included medical and dental clinics including the Naval Hospital Medical Clinic, fitness center, administrative offices, childcare center, hazardous waste storage, and training buildings. Medical facility support services provided by more than 100 full-time employees included supplying medical facility containers to meet the regulatory requirements for disposal of medical waste, providing proof of destruction of medical wastes for the hundred pounds of waste generated each week, and cleanup of spills and hazardous materials occurring at the Navy Medical Department.


At the Fort Lewis Dispensary, Washington, award Fee Evaluations were always at a high rating and All Star routinely earns 100 percent of quarterly incentive awards.


The contract at the Mike O'Callaghan Federal Hospital (MOFH) at Nellis AFB, Nevada, was rated the Number One program in the Air Force for the seventh year in a row for timeliness and lowest failure rates in the recurring maintenance program for the arresting system. The Nellis AFB contract was awarded the Air Force's highest rating, Blue, for exceptional service for six years.

Landstuhl Health Service Area, Germany:
CONTRACT TYPE - Facilities Operations & Maintenance,

Operations & Maintenance Services for hospital complex, clinics and support facilities in Germany and Italy. The Landstuhl Regional Medical Center (LRMC) is the largest military hospital outside of the continental US.
All Star received the highest JCAHO audit score to date at this location.

All Star recruited, trained, and integrated 135 exempt and non-exempt employees, and negotiated collective bargaining agreements with three labor unions.

All Star also installed a new management team of experienced key personnel and cross-trained a special response team to reduce the backlog of 2,000 trouble calls. The corrective measures resolved the inventory, accountability, and service order response issues. Due to this turnaround in performance, the Army increased the scope and awarded All Star an additional $19 million in delivery orders.
Our superior workforce achieved an JCAHO audit score of 98%.

Naval Hospital
CONTRACT TYPE - Multi-Trade

Phase-in for Multi-disciplined design, construction, renovation, repair, remodeling, and alteration of military facilities was completed in less than 30 days. Consistently achieved “outstanding” on performance evaluations.

U.S. Army Tank-Automotive Command (TACOM), Warren and Selfridge , Michigan
Selfridge Clinic

CONTRACT TYPE - Base Operating Support Services

On short notice, the Army asked All Star to transition the TACOM contract (facilities O&M contract for U.S. Army Garrison-Michigan installations at Detroit Arsenal and Selfridge ANGB) in half the time (from 60 days to 30 days). All Star accepted the challenge, successfully transitioned this contract, and were completely operational on day one of the contract. Additionally, All Star successfully negotiated with vendors to ensure our supplies, materials, equipment and vehicles were available and ready for contract start.
All Star implemented Crystal Reports software to streamline and standardize reporting of service order, individual job order, ID/IQ, and work schedules. This measure saved 2,500 man-hours of production control, MIS, estimator and service order dispatcher labor over the previous reporting system.
